The wind changes from Poniente (West) to Levante (East) in general every few days, guess the best rate can be up to 60-70% days with more than 4 Bft per month in summer. Best direction is definitely ESE. When wind is forecasted from East, it's possible that the wind will come into the bay (ESE) because of the mountains and geographic effects.

North from Tarifa on 340 towards Cadiz, after 8-10 km on the left side there is Playa La Duna. Follow the small dirt road at the signs La Duna. At the end of the road you can park for free and only a few meters to the beach. A car needed if you don't live next to the beach. Parking lot next to the beach, but since the beach is very wide you need to walk a bit more. Only cars with less than 2.2m can pass to the parking lot.
