Easiest is a rental car. Follow the signs to the Outer Banks from Norfolk (route 168S and then 158S). Then take route 12 south all the way down and shortly before Rodanthe on the ocean side. No parking lot. 4-wheel drive needed to get on the beach, but be careful with soft sand which can get you stuck easily.
