Exit I-95 at Sheridan Street and drive east until you hit the beach. Turn left after the bridge onto N Ocean Dr. Then after a short drive turn right onto Custer St. (oneway). Drive to its end, turn left (oneway) onto N Surf Rd and next left onto Meade St (oneway). Here you can park. Pay the meter.
Enter and exit the water at the marked area. Ride at least 100 yards away from the beach, in the deep water which can be clearly seen. If you cannot stay upwind, do not kite here (kiteboarding is on probation at this spot). Ask the locals and lifeguards for further rules.
Little nightlife at the weekend in Hollywood. Otherwise drive to Ft. Lauderdale or Miami Beach.
